Instructions
- In a large bowl, combine the flour, salt, and cream of tartar. Stir until well blended.
- In a saucepan, mix the water and vegetable oil. Add food coloring to create the desired ocean color.
- Pour the wet mixture into the saucepan with the dry ingredients. Stir continuously over medium heat until the dough begins to form and pulls away from the sides.
- Transfer the dough to a clean surface. Let it cool for a few minutes, then knead until smooth. Mix in ocean scents or glitter if desired.
